The increasing use of Middle Tier of Acquisition (MTA) authorities by the Pentagon has caught the attention of the Senate Armed Services Committee, the House and Senate Appropriations Committees, and the GAO. Senior Pentagon leaders have repeatedly emphasized their intent to use data as a strategic asset — but according to a new study shared exclusively with FedScoop this week, the department could benefit from more effective use of data collected through partnerships with tech consortia.

Brandi Vincent, FedScoop, interviewed Moshe Schwartz and Center Senior Fellow Stephanie Halcrow on the Center's latest report, "The Power of Many: Leveraging Consortia to Promote Innovation, Expand the Defense Industrial Base, and Accelerate Acquisition."

Ultimately, Halcrow and Schwartz found that consortia bolster engagements between government and non-federal players, expand the defense industrial base — and, in some circumstances, they can significantly speed up acquisition timeliness and promote innovation.

The co-authors conclude the report by providing seven specific recommendations to improve how DOD benefits from consortia going forward. At the top of that list is their suggestion associated with that gap in data: “improve visibility and transparency.”

Entitled, “Don’t Get Ahead of the Data: Artificial Intelligence and Predictive Maintenance in United States Department of Defense,” the study explores the advantages and adjustments that come with applying AI technologies in military settings, McGinn explained in a LinkedIn post on Tuesday.

“The trajectory is promising, but the complexity and heterogeneity of maintenance data and numerous other factors make it clear that the utilization of AI/ML techniques in this area requires continued iteration and user feedback,” GovCon Expert McGinn elaborated.
