Surprisingly, the White House gift shop is the first room encountered. (“Isn’t the gift shop usually at the end of the ride?” one tourist commented.)

The tour continued down an East Wing corridor boasting a gallery of photos of past presidents, their families, and their pets. The Library, China Room, Green Room, Red Room, Blue Room, red velvet movie theater, and other rooms were open to look into but not enter.

Although the 45-minute tour was self-guided, Secret Service officers stationed in each room doubled as helpful docents.

“The guards were very knowledgeable about the historic paintings,” said Anastasia Rea, a native of Toledo, Ohio. “They were able to give us a lot of interesting information about where the portraits fit into American history and why they belonged in the White House.”

Like many, Jesse David Duvall was taken aback at the size of the interior of the world’s most famous private residence.

“I thought it would be a lot bigger on the inside, but it’s actually kind of small,” he said.

His key observation? Tisera passed away June 6, 2023, of melanoma. She was 20 years old.

It is just the third posthumous degree awarded to a Schar School student. Mason alumna McKenna Beauchamp, a 2022 integrative studies graduate, was not going to have it any other way.

Beauchamp was transferring from John Tyler Community College (now Brightpoint Community College) in 2020 when she met Tisera during an incoming new student group chat. Despite the group chat being virtual due to the Covid campus lockdown, the two became best friends, a relationship that blossomed when in-person opportunities resumed.

“She was diagnosed her freshman year,” Beauchamp said, still in awe of her friend’s indefatigability. “She worked, she went to school, she would do her homework during her treatments and come to campus to take an exam.”

Beauchamp, who is now event coordinator for the nonprofit Big Brothers Big Sisters of the National Capital Area, did not learn of Tisera’s disease until a year after they met. “She was so strong,” she said, “and she didn’t want anybody to really know about it.”

Despite the disease and the debilitating and time-consuming treatments, Tisera packed her short college career with as many opportunities as she could in her pursuit of her goal of an eventual law degree.

In addition to studying government, she was also a Spanish language minor and organized marches for women’s, LGBTQ, and Black rights, and continually fought for the rights of the unhoused. She was proud to be a “sweetheart” for the Mason campus fraternity Zeta Psi, a symbolic position for women that afforded her opportunities to contribute to the fraternity’s activities.

In July, U.S. Rep. Doris Matsui (D-CA) delivered a eulogy from the House floor honoring her. Tisera was an intern for the congresswoman.

“It was wonderful having Mari serve in my Capitol Hill office at the end of 2021 and the beginning of 2022,” Matsui said. “She worked hard, was eager to learn, and served my constituents and all visitors with kindness and warmth.

“I know that Mari has said that all of us in the office had a positive impact on her, but she also had a positive impact on all of us who worked with her that we will never forget. Her Lebanese mother ran a catering company while her Sicilian father sold Italian sausage sandwiches at street fairs and festivals. She traveled with her husband to some 30 countries during his radio career, where she sampled the wares of street and stall vendors, not realizing those tasty memories would be the eventual menu of Compass Rose.

Her first cookbook, Maydān: Recipes from Lebanon and Beyond (Abrams Books, 2023), which debuted in November, is an extension of that storytelling. ”It’s all the home recipes from the last 10 years as well as recipes from the restaurants,” she said. “The base of it actually is all the stuff I grew up eating with my mom and my family.”

Her arrival to Washington after completing undergraduate studies at Ohio Northern University in 2003 came with the determination to change what she could in the public realm.

“I was there for the [George W.] Bush years and we had the Iraq war, and Afghanistan was on everybody’s minds, and Bush was very unpopular. A degree in public policy made sense, so she enrolled for graduate courses at the Schar School.

“One thing I always appreciated about Mason in my graduate studies was the diversity of the classroom,” she said. “I ended up appreciating the range of opinions in every classroom, which I don’t think is common at other schools in the area where there’s so much leaning one way or another.

“And the fact that we had super liberals, military officers, people in nonprofit—it was just such a range of people in the room. That was just such a cool experience, with the conversations, the debates, the group projects—no one thought the same way, and to me, that's what school is for, right?

“As the world's become more polarized, that's probably more important than it ever has been.”

The engaging classroom experience led to real-life public policy work. While at Mason, she traveled to New Orleans to assist on an independent study on how the city could recover after Hurricane Katrina. She also interned for D.C. City Council member Jack Evans, who was leading the effort to fund a new Major League Baseball stadium for the Washington Nationals.

After completing her Mason degree, Previte earned a fellowship that allowed her to work for the Arlington County manager for a year. From there she relocated to New York City and worked for the speaker of the city council before moving to Russia with her husband, who became NPR’s Moscow correspondent.

The somewhat peculiar idea of a famed restaurateur earning a master’s degree in public policy isn’t lost on her.

“I get asked this a lot when I’m invited on panels,” she said. “But ask yourself, what are the challenges of opening a business? Being a first-time, young, female business owner in D.C. was excruciatingly hard.”

Obtaining a liquor license, for instance. Neighbors, many of whom happened to be Washington lawyers and bold face names, “they were very—I’m trying to think of a nice word—persnickety, if you will, about who was coming into the neighborhood in 2014. And they did not want Compass Rose there.”

She fought “the man.” And won.

“I always tell everybody how helpful it was to have a policy degree at that point because I had to navigate the bureaucracy of D.C. permits: Liquor license hearings in front of the ABC Board. I had to go in front of the community and to city council hearings and things like that.”

The Schar School degree and her real-world experience came in handy when it was time to obtain the building permits and the business license, she says.

“I didn't have enough money to hire someone to get my permits for me,” she said. “I had to go down to City Hall all of the time. I did all that by hand, which a lot of people don't do, and I actually kind of enjoyed it because I got to see the policy in action.

“After working for the City Council and after working in my fellowship in Arlington County, I got to be on the other side of it. And I was like, ‘I know why you guys made this law. And actually, I don't agree.’ And now here I am on the other side of the laws that I helped write.

“So that was an interesting experience.”

Topics

Topics

Master of Public Policy

Graduation

Schar School of Policy and Government

Schar School Featured Stories

Schar School News for April 2024

Alumni

Mon, 15 Apr 2024 13:57:23 +0000 Andrew J Schappert 111566 at Virginia Legislature Honors Schar School’s Stuart S. Malawer: ‘My students over the years have been from all areas of the commonwealth and the world, and they have been simply outstanding.’

The Virginia Legislature recently passed Senate Joint Resolution No. 80, recognizing the contributions of Professor Stuart S. Malawer upon his retirement from the Schar School of Policy and Government. With a career spanning 46 years at ŃÇÖȚAV (and a total of 55 years in academia), Malawer’s impact extends far beyond the classroom, as recognized by the lengthy Senate resolution.

As a distinguished faculty member, Malawer’s expertise in law and public policy has left an indelible mark. Notably, he served on various state boards and agencies, including the Virginia Economic Development Partnership and the Advisory Committee on International Trade, always with an intention of advancing Virginia’s interests. In fact, he served in various capacities for the commonwealth for six governors, beginning in 1990 with Governor Douglas Wilder (D). Most recently he was the principal investigator of a Department of Defense-funded study on cybersecurity export markets.

A Mason Distinguished Faculty Member of the Year awardee, Malawer said he considers his years at Mason “as public service of the highest order. My students over the years have been from all areas of the commonwealth and the world, and they have been simply outstanding. They have greatly enriched me and opened my eyes to many things globally.”

As the American editor of the China and WTO Review—an authoritative and leading legal journal—he played a pivotal role in shaping international trade law. He wrote eight books covering global trade law, national security law, and World Trade Organization litigation. Recently, his articles delved into U.S.-China trade disputes, cybersecurity, and Presidents Trump and Biden’s trade policies. His insights continue to inform policymakers and practitioners alike.

“I’m glad I had several gubernatorial appointments to state boards and agencies dealing with economic development and international trade,” he said. “I’m really happy to have been a delegate on Virginia governor trade missions to India, China, and Japan.

“I’m fortunate that my two kids, Hilary and Gregg, have also entered public service as attorneys with the federal government—in the Department of Justice and the Department of Education—and that my wife Sandy also had a gubernatorial appointment to serve on the Virginia Board of Counseling.”

In short, he said, “I wouldn’t have changed anything.”

Topics

Topics

Schar School of Policy and Government

Schar School Featured Stories

Schar School News for April 2024

Faculty and Staff News

Wed, 10 Apr 2024 14:43:35 +0000 Andrew J Schappert 111516 at Schar Study Abroad Immerses Students in U.S. Mexico Border Policy, Security, and Immigration /news/2024-04/schar-study-abroad-immerses-students-us-mexico-border-policy-security-and-immigration Schar Study Abroad Immerses Students in U.S. Mexico Border Policy, Security, and Immigration Andrew J Schappert Mon, 04/08/2024 - 16:04

In This Story

People Mentioned in This Story

Guadalupe Correa-Cabrera

Request Schar School program information

Icon

Icon

<i class="fas fa-info-circle" data-fa-transform="" data-fa-mask="" style="--fa-primary-color: #000000; It is much more complex than the majority of Americans understand.”

For instance, while in Brownsville, Texas, the students heard harrowing stories of inadequate services provided to Americans in need along the border. In Boca Chica, during a visit to the sprawling SpaceX campus, students met with residents in government partnerships and discussed their views on how SpaceX impacts their community.

“The meetings we had gave insight and were candid discussions,” said Chris Williams, a student in the Schar School’s Master of Global Commerce program. Williams added that anybody immersing themselves in a degree with a global perspective should seek out study abroad opportunities.

A significant component of the trip was a visit to the political capital of Mexico City and the National AutĂłnomous University of MĂ©xico (UNAM), where students engaged in conversations with decision makers and attended lectures.

“Mexico is having elections in June this year,” Correa-Cabrera said. “The U.S. is having them in November. We put these elections in context for the students.”

Upon arriving in Mexico City, the students received a briefing from Miguel Siliceo, the senior economic advisor to Mexican President Andrés Manuel López Obrador.

On International Women’s Day, the cohort of students was officially welcomed by the president of the federal senate of the Republic of Mexico, who recognized them from the Senate floor, followed by a meeting with a Mexican senator. The students said they gained insights from Mexican officials and policymakers on mutually shared challenges, as well as new avenues for cooperation and engagement.

“We had ridiculous access on this study abroad, from [President LĂłpez Obrado’s] senior economic advisor to a legislative briefing at the Mexican federal senate by the vice president of the Senate,” said Willaims.

Students met with a panel of diplomatic staff at the U.S. Embassy in Mexico and received an interactive briefing on the challenges in the upcoming presidential election.

“The five speakers at the embassy was my favorite session,” said Anduela Johnson, a student in the Schar School’s Master of International Security program. “It was interesting to hear how they are managing security issues and balancing economic implications.”

“They see the relationship with the U.S. and our shared border differently. And Costello College’s Center for Innovation and Entrepreneurship lets students dig into entrepreneurship, from the theoretical to the experimental.

Mason’s entrepreneurial ecosystem is anchored by the university and reaches out into the broader community. Mason Enterprise, a division of the Office of Research, Innovation, and Economic Impact, is a strategic collection of 24 programs that support entrepreneurs and small business owners across Virginia, and conducts more than 1,500 training programs and more than 30,000 hours of one-on-one counseling with entrepreneurs in the community and from universities each year.

It is that environment of research, discovery, and innovation, which is a main contributor to Mason’s R1 designation from the Carnegie Classification of Higher Education as one of the nation’s top research universities.

And though the EduRank rankings focus mainly on research performance, they are an indicator of the quality of the programs from which that research is produced.

“Mason is committed to accelerating the translation of research into practice by leveraging university talent, infrastructure, and partnerships to create solutions for societies’ toughest challenges at speed and scale,” said Andre Marshall, Mason’s vice president for research, innovation, and economic impact. “It is a credit to our faculty and students that Mason is a place where we can put theory into practice.”

Added Paula Sorrell, Mason’s associate vice president of innovation and economic development, “Mason was originally created by the business community to serve its needs, and for 50 years it has been doing just that. In the past four years, we’ve significantly amped up our tech entrepreneurship to support and mirror the rapidly growing tech economy, adding 16 new programs and counting.”

Research is the bedrock of entrepreneurship, Costello College dean Ajay Vinzé said.

The university’s top rankings “are in many ways reflective of our approach to business education and the business of higher education,” he said. “Our approach—built on the foundation of a rich university-wide entrepreneurial ecosystem, powered by a growing body of faculty research across multiple fields of study—is changing the arc of higher education expectation and delivery as we prepare the next generation of leaders.”

Costello College is a contributor to the top entrepreneurship ranking, along with the Schar School and the Mercatus Center, all of which produce volumes of research, articles, and papers for an abundance of publications.

Schar School dean Mark J. Rozell called entrepreneurship research “a very distinguishing feature for a public policy and government school.”

Its research at the Center for Micro-Economic Policy Research (CMEPR), for example, is focused on diversity and disadvantaged groups among entrepreneurs, especially those who are Black, immigrants, and female. It also looks at job creation by minority entrepreneurs in minority and low-income communities.

“The center brings an unusual contribution to research on entrepreneurship by focusing on these issues,” said John Earle, the center’s director and a Distinguished University Professor, who has published more than 60 articles and scholarly papers. “While the typical focus for entrepreneurship studies is for performance, especially for firms receiving venture-capital support, CMEPR research analyzes a much broader range of businesses, and how public policies affect the entry, growth, and survival of those owned by minority entrepreneurs.”

At the College of Engineering and Computing, Dean Ken Ball noted that CEC faculty garnered more than $119 million in research awards in 2023.

Dean Alpaslan Ozerdem's Jimmy and Rosalynn Carter School for Peace and Conflict Resolution class. These rankings reflect the impact CEC researchers have in areas of engineering and computing that are relevant to everyone, as well as our leadership position among Virginia’s public universities.”

CHSS dean Ann Ardis said her college’s contributions to research in best-of-Virginia areas such as criminology, broadcasting, law enforcement, journalism, and political economy “are a testament to the scholarly excellence of our faculty. We take immense pride in our researchers’ contributions to Mason’s growing reputation nationally as a comprehensive R1 institution with strengths across a range of research areas.”

For Alpaslan Özerdem, dean of the Carter School, the ranking in conflict resolution “fuels our dedication to shaping a more peaceful and understanding world.”

Özerdem noted that the school has been at the forefront of teaching, researching, and implementing conflict resolution for four decades.

“So being recognized as the premier institution for conflict resolution in Virginia deepens our pride and reaffirms our vital role within the broader conflict resolution ecosystem of the commonwealth,” he said.

Here are the programs ranked the best in Virginia, with ranking among
