Biography
Organization and management of weapons programs; tacit knowledge and weapons development; Weapons of Mass Destruction (WMD) terrorism, ethics and science; WMD export controls; WMD-related trafficking in the former Soviet states; sanctions and proliferation financing; bioweapons dissuasion.
Sonia Ben Ouagrham-Gormley is an associate professor in the听Schar School of Policy and Government at 亚洲AV. She holds affiliations with Mason's Biodefense Program, Center for Global Studies, and the Department of History and Art History鈥檚 Master of Arts in Interdisciplinary Studies (MAIS) program.听
Prior to joining the Mason faculty in 2008, Ben Ouagrham-Gormley was a senior research associate with the Monterey Institute of International Studies鈥 James Martin Center for Nonproliferation Studies (CNS). While at CNS, she spent two years at the CNS Almaty office in Kazakhstan, where she served as director of research. She also was the founding editor-in-chief of the听International Export Control Observer, a monthly publication focusing on proliferation developments and export controls around the globe. From 2004 to 2008, she was an adjunct professor at Johns Hopkins University School of Advanced International Studies in Washington, D.C.
Ben Ouagrham-Gormley has conducted research and written on such topics as nuclear, chemical, and biological weapons proliferation, organization and management of weapons programs, WMD trafficking in states of the former Soviet Union, biosecurity and bioterrorism, bio-dissuasion, export controls, defense industry conversion, transfer mechanisms of WMD expertise, and redirection of WMD experts. She has received several grants from the Departments of Defense, State, and Energy, as well as from the Nuclear Threat Initiative and the Carnegie Corporation of New York to conduct research on WMD proliferation and contribute to remediation programs such as the DOD-funded Cooperative Threat Reduction Program.
She received her PhD in development economics from the Ecoles des Hautes Etudes en Sciences Sociales (EHESS) in Paris; a graduate degree in strategy and defense policy from the Ecoles des Hautes Etudes Internationales in Paris; a master鈥檚 degree in applied foreign languages (triple major in economics, law, and foreign languages鈥擱ussian and English) from the University of Paris X-Nanterre, and a dual undergraduate degree in applied foreign languages and English Literature from the University of Paris X-Nanterre. She is fluent in French, English, Russian, and spoken Arabic, and possesses beginner competence in Kazakh.

Book Project and Companion Educational Website
The Anthrax Diaries: The Development of Bioweapons in the Words of their Creators, book project with Professor Kathleen Vogel, (formerly Cornell University, now head of Science and Technology Program at North Carolina State University).
This book is the result of a 4-year grant from the Carnegie Corporation of New-York (2008-2012), which created an oral history of the U.S. and Soviet bioweapons program. The book offers first-hand testimonies of about 50 U.S. and Soviet bioweapons scientists, technicians, and administrative personnel about their personal and collective experiences working in the biological weapons programs.
The companion educational website will contain all of the transcripts of interviews conducted under the Oral History project of the Soviet and U.S. bioweapons program, along with video and audio interviews. All transcripts are being posted in two languages: English and Russian. This is a joint project in which I am teaming with Professors Kathleen Vogel (formerly Cornell University, now head of Science and Technology Program at North Carolina State University) and Slava Paperno (Cornell University). Ultimately, the website will be a bilingual online multimedia forum that will be used to educate U.S. and international scientists, engineers, and publics about the complicated ethical dilemmas underpinning scientific work. This will be accomplished through audience engagement with video-recorded interviews, film clips, and texts, as well as particular natural and material objects that have comprised the scientific lives of former U.S. and Soviet bioweapons scientists.

Carnegie Corporation of New York, 2008-2011, to create an Oral History of the Former Soviet and
U.S. Bioweapons Programs (with Kathleen Vogel, Cornell University). Grant administered by Cornell University ($300,000).
Combined grants from Cornell University ($14,000)/ Federation of American Scientists (FAS) ($30,000), totaling $44,000, 2011.This grant allowed the production of an educational documentary exploring the social and ethical aspects of bioweapons work. The Anthrax Diaries, a 30-minute documentary featuring former Soviet scientists, was released in December 2011. This work, conducted in cooperation with Kathleen Vogel (Cornell University), Slava Paperno (Cornell University), and Slawomir Grunberg (award-winning documentary producer), will builds on work funded by the Carnegie Corporation of New York.
